Offline scenario
Cellular coverage on the course is unreliable. Mobile posts hold a signed rights snapshot, verify passes locally and queue events. Once a device is back in coverage, events sync to the shared journal; conflicts resolve by time and signature.

Value
The field loop closes a distributed venue without laying new infrastructure. The organiser gets one journal plus real-time rights and zone control.
Local rights verification under unstable coverage
Every mobile post receives a signed set of active rights, refreshes as coverage allows and accepts short-term exceptions from the dispatcher. Verification does not depend on the cellular network or a central server at the moment of pass.
Synchronisation and reconciliation
Once online, devices merge their queue into the shared journal. Duplicates and collisions resolve by signatures and timestamps; anomalies land in the risk engine and on the dispatcher board.
